Resumo
El presente trabajo de investigación tiene por objetivo primordial analizar el Programa de Salud Escolar-Perú y el Programa de Salud en las Escuelas-Brasil en el ámbito de las políticas públicas de enseñanza fundamental en la región Cajamarca-Perú y en el municipio de Foz de Iguazú-Brasil. El estudio es de tipo exploratorio, descriptivo, comparativo, investigación-acción y de abordaje cualitativo. Las técnicas de colecta de datos utilizadas fueron guías de preguntas y entrevistas; y análisis de contenido de Bardin (2009) para la etapa de análisis de resultados. El estudio implicó una pesquisa de campo realizada en Foz de Iguazú-Brasil y Cajamarca-Perú. Los participantes del estudio fueron profesionales de salud, profesores y gestores participantes Programa de Salud Escolar (PSE). Se realizó paralelamente un análisis documental de textos políticos de los gobiernos de Brasil y Perú respecto al tema; y como propuesta final fue elaborado una herramienta virtual de educación en salud para el Programa de Salud Escolar en el municipio de Foz de Iguazú-Brasil. Los resultados apuntan que la implantación del PSE se vio marcada por una escasez en la formación de gestores, profesionales de salud y profesores en la experiencia brasilera, a diferencia de Perú donde hubo mayor formación de gestores y profesionales de salud en ese primer periodo. La escasa información de los sujetos, falta de recursos humanos, la poca articulación entre los sectores salud y educación, se presentaron como factores limitadores para el desarrollo del PSE; y como factores facilitadores destacan el establecimiento de alianzas con otros campos, así como el modelo de cogestión del GTI-M (en Foz de Iguazú). La implantación y desarrollo del programa son permeados por aspectos estructurales como el predominio del campo salud sobre el campo educación; y la prevalencia del modelo biológico hegemónico, expresado en la preeminencia de las acciones preventivas y de diagnóstico.
This research has as main objective to analyze School Health Program from Brazil and Peru in the field of public policies of basic education in the municipalities of Foz of Iguazú-Braziland Cajamarca-Peru. The study is exploratory, descriptive, comparative, action research type and qualitative approach. The data collection techniques used were guides questions and interviews; and content analysis of Bardin (2009) for the analysis stage results. The study involved a field research conducted in Foz of Iguazu-Brazil and Cajamarca-Peru. Study participants were health professionals, teachers and managers participating from School Health Program (SHP). A documentary analysis of political texts of the governments of Brazil and Peru on the issuewas made parallel; and as a final proposal was developed a health education tool for School Health Program in the city of Foz of Iguazu, Brazil. The results show that the implementation of SHP was marked by a shortage in the training of managers, health professionals and teachers in the Brazilian experience, unlike Peru where there was more training of managers and health professionals in the first period. The little information ofthe implied ones subjects, lack of human resources, lack of coordination between the health and education sectors, were presented as limiting factors for the development of SHP; and as facilitators of this process highlights the establishment of alliances with other fields, as well as the co-management model GTI-M (in Foz of Iguazu). The implementation and development of the program are permeated by structural issues such as the prevalence of health education field over the education field; and the prevalence of hegemonic biological model, expressed in the preeminence of preventive actions and diagnostics.
