A Odebrecht nas Relações entre Brasil e Angola (2007-2010)
Resumo
O eixo de inserção internacional do Estado brasileiro tem se alterado nos últimos tempos. A partir do
governo de Luiz Inácio Lula da Silva (2003-2010), houve mudanças no formato da projeção brasileira
no ambiente internacional. Apesar de tal mudança, não houve, todavia, uma ruptura na busca pelos
clássicos preceitos da inserção internacional brasileira por meio da política externa. A corrida por
autonomia e desenvolvimento continuou a ser o motor da atuação brasileira no cenário internacional.
A devida administração foi marcada por uma tonificação mais proativa em relação a política externa
brasileira, que demostrou possuir evidente reclamo terceiro-mundista, podendo-se
concomitantemente a isso, observar nesse período grande desempenho de capitais de base brasileira
no exterior. Nesse sentido destaca-se a atuação do grupo empresarial das empreiteiras brasileiras de
grande porte, que apresentaram grande desenvoltura no continente americano, principalmente sul-
americano, e africano, ademais de outras regiões do mundo em dito período. O incentivo outorgado
pelo Estado a esses atores, por meio da política externa, mostrou-se significante durante a gestão
governamental em questão, visto que nesse período houve grande aumento no lucro das receitas
dessas empresas. Para trabalhar com essa relação mutualista a presente pesquisa trata de explorar a
atuação da Organização Odebrecht S.A (CNO) através da política externa brasileira para a África,
mais especificamente em Angola, durante a segunda gestão governamental de Lula da Silva (2007-
2010). Desse modo, a hipótese sobre o incentivo estatal será defendida através da apresentação
numérica dos lucros da empresa em questão, sendo esta antecedida por uma discussão teórica a
respeito da diretriz de política externa brasileira de Cooperação Sul-Sul, que se expôs como agente
facilitador do processo de transnacionalização do capital brasileiro em jogo The international insertion axis of the Brazilian State has changed recently. From the government of
Luiz Inácio Lula da Silva, there were changes in the format of the Brazilian projection in the
international environment. Despite such changes, there wasn’t, nevertheless, a rupture in the quest
for the classic precepts of the Brazilian international insertion through foreign policy, so the race for
autonomy and development continued to be the engine of Brazilian action in the international
scenario. This administration was marked by a more proactive tone in relation to Brazilian foreign
policy, which proved to have a clear third-world claim. At the same time, it was possible to observe,
in this period, a great performance of Brazilian based capital abroad. In this sense, it is worth noting
the performance of the business group of large Brazilian contractors, who presented great
resourcefulness in the American continent, mainly South American, and African, in addition to other
regions of the world in that period. The incentive granted by the State to these actors, through foreign
policy, was significant during the governmental management in question, since in that period there
was a great increase in the profit of the companies’ revenues. In order to work with this mutual
relationship, the present research tries to explore the achievements of the Odebrecht Organization
S.A (CNO) through the Brazilian foreign policy for Africa, more specifically for Angola, during the
second governmental administration of Lula da Silva. Thus, the hypothesis on the state incentive will
be defended through the numerical presentation of the profits of the company in question, preceded
by a theoretical discussion about the Brazilian foreign policy of South-South Cooperation, exposed
as an agent facilitator of the process of transnationalization of Brazilian capital at stake, and in parallel
will be presented the ingenious game of action of this multinational company in the Angolan territory
