Ecuador en la búsqueda de autonomía monetaria: el caso del SUCRE
Abstract
Ecuador se encuentra dolarizado des el año 2000. Hecho que no puede ser entendido sin el análisis de los constreñimientos estructurales que fueron causados por la Arquitectura Financiera Internacional (AFI) a partir de 1970 hasta llegar a la pérdida de su moneda nacional. A partir de ahí, Ecuador necesita del dólar para que su economía no colapse. Se creó así la pérdida de autonomía monetaria, quedando totalmente dependiente del dólar estadounidense. Sin embargo, nace en 2008 el Sistema Unitario de Compensación Regional de Pagos (SUCRE), en el marco del ALBA, en base a la propuesta ecuatoriana de una Nueva Arquitectura Financiera Regional (NAFR). El SUCRE tiene por objetivo el progresivo desacoplamiento del dólar por medio de la incorporación del uso de su moneda virtual en las transacciones comerciales de sus países miembros. De esta manera, la presente monografía tiene por objetivo analizar el SUCRE desde 2010 a 2017, como una herramienta de búsqueda de autonomía monetaria para Ecuador, a través del ahorro de esta divisa en su comercio internacional, generando lo que llamamos en este trabajo de autonomía monetaria. Se llega a la conclusión de que el ahorro de dólares por medio del SUCRE aún es mínimo. Pero, que tiene grandes potencialidades para la generación de autonomía monetaria y representa la semilla de una integración regional financiero-monetaria más profunda. La investigación tiene una metodología cuali-cuanti, por medio de revisión bibliográfica y análisis de datos numéricos del Banco Central del Ecuador, del SUCRE, CEPAL y ALADI. structural constraints that were caused by the International Financial Architecture (IFA) from
1970 until reaching the loss of its national currency. From there, Ecuador needs the dollar so
its economy does not collapse. This created the loss of monetary autonomy, being totally
dependent on the US dollar. However, the Unitary System of Regional Payments
Compensation (SUCRE) was created in 2008, within the framework of ALBA, based on the
Ecuadorian proposal for a New Regional Financial Architecture (NAFR). SUCRE aims at the
progressive decoupling of the dollar through the incorporation of the use of a virtual currency
in the commercial transactions of its member countries. Thus, this monograph aims to analize
the SUCRE since 2010 to 2017, as a search tool for monetary autonomy for Ecuador, through
the saving of this currency in its international trade, generating what we call in this work of
monetary autonomy. It is concluded that the saving of dollars through SUCRE is still
minimal. But, it has great potential for the generation of monetary autonomy and represents
the seed of a deeper financial-monetary regional integration. The research has a quali-quanti
methodology, through bibliographic review and numerical data analysis of the Central Bank
of Ecuador, SUCRE, CEPAL and ALADI
