Autonomia Guarani Charagua Iyambae: trânsito entre mundos

Abstract

A experiência da Autonomia Guarani Charagua Iyambae, a primeira autonomia indígena viabilizada no marco legal do Estado Plurinacional da Bolívia, é o tema da presente dissertação que tem como objetivo discutir sobre as potencialidades e limites de processos contra hegemônicos existentes na atualidade na América Latina. Sendo um processo complexo e ambivalente, esta experiência Guarani nos permite por um lado refletir sobre possíveis alternativas ao sistema dominante, ao mesmo tempo em que explicita elementos da colonialidade do poder e do colonialismo interno que bloqueiam essa potência. Os desafios impostos pelo sistema global então presentes, assim como os conflitos no interior das comunidades refletem uma internalização de princípios pautados pela lógica da modernidade. Esta complexidade reflete a dinâmica dos processos sociais, uma situação que não está dada, pelo contrário está em constante mutação. Por esta razão esta pesquisa opta por analisar aspectos que constituem o padrão de poder imposto a partir da colonização da América, especialmente no que tange ao racismo e a crítica ao desenvolvimento. Ressalta-se por outro lado as resistências e superações presentes nas lutas para implantação da Autonomia Guarani Charagua Iyambae que refletem a contemporaneidade das propostas indígenas e que nos instigam a repensar os fundamentos epistemológicos a partir dos quais traçamos nossas reflexões acadêmicas.

The topic of this dissertation is the experience of the Guarani Charagua Iyambae Autonomy which is the first example of indigenous autonomy enabled by the legal framework of the Plurinational State of Bolivia. Through this experience the dissertation discusses the potential and limitations of existing counter-hegemonic processes in Latin America. Being a complex and ambivalent process, this Guarani experience allows us, on one hand, to ponder on possible alternatives to the dominant system, while at the same time exposing elements of the coloniality of power and the internal colonialism which blocks this potentiality. The challenges imposed by the global system and the internal conflicts of the community reflect an internalization of principles that are governed by the logic of modernity. This complexity manifests itself in the dynamic of the social processes which are not static but in constant mutation. For this reason, the research is analyzing aspects that constitute the structure of power imposed by the colonization of the Americas, regarding especially racism and the critique of development. Thus, highlighting the resistances and breakthroughs that are present in the struggle to implement the Guarani Charagua Iyambae Autonomy and which express the contemporaneity of indigenous proposals. This also provokes us to rethink the epistemological frameworks which form the foundation for our academic reflections.
