dc.description.abstractEste artigo se propõe analisar o posicionamento e a atuação da UNASUL no processo de resolução da Crise da Bolívia em 2008. A problemática desta pesquisa visa responder a seguinte pergunta: Como uma organização, recém criada e em fase de consolidação, demonstrou eficácia na resolução do conflito boliviano, a despeito da existência de instituições mais sólidas que poderiam atuar neste caso?? A hipótese que orientará este estudo considera que o quadro geopolítico e econômico da época, conciliou condições favoráveis e intenções dos governos para que a atuação da UNASUL fosse materializada. Para desenvolver a pesquisa ponderou-se a estruturação de três seções analíticas, sucessivas e complementares: a primeira parte se ocupa em apresentar o processo de desestabilização da Bolívia em que se observou a reemergência dos separatismos na região. A segunda seção busca examinar o papel assumido pela UNASUL na resolução deste conflito. Por fim, em termos conclusivos e analíticos, almeja-se averiguar a situação da UNASUL e do contexto regional econômico e de segurança latino-americano no pós crise boliviana. Os resultados demonstram que a atuação bem sucedida da instituição regional inaugurou uma nova fase no que tange as áreas de cooperação em segurança e mediação de conflitos, em que há uma interação simultânea entre o sistema UNASUL/CDS e OEA.pt_BR
dc.description.abstractThis article analyses UNASUR's positioning and actions during the resolution of the Bolivian Crisis of 2008. Through this research we aim to answer the following question: how a recently created organization, with low levels of institutionalization, was effective in solving the Bolivian crisis? The hypothesis that will guide this study considers the geopolitical and economic framework of the time, reconciled favorable conditions, and intentions of the governments to allow the action of UNASUR was materialized. In order to develop our research, the analysis of three analytical, successive, and complementary steps are considered: the first part deals with presenting the destabilization process of Bolivia, during which we observed the reemergence of separatism in the region. The second section seeks to examine the role of UNASUR in resolving this conflict. Finally, in conclusive and analytical terms, this paper ascertains the current state of UNASUR and the regional context of Latin American security in the post­Bolivian crisis. The results demonstrate that the successful performance of the regional institution inaugurated a new phase in areas of cooperation in security and conflict mediation, in which there is a simultaneous interaction between the UNASUR/CDS system and the OAS system
