(Re) configuración o vieja configuración geopolítica hemisférica: La integración de la Región Andina en el comienzo del siglo XXI

Resumo
Este trabajo tiene como objetivo llevar a cabo una discusión sobre la configuración geopolítica hemisférica actual, basada en las relaciones entre Estados Unidos y América Latina luego del fin de la Guerra Fría. En particular, la presente investigación tratará de demostrar cómo la intromisión de los EE.UU. en la región y sus relaciones establecidas con Chile, Colombia y Perú, se han convertido en un desafío para construir un proyecto autónomo y soberano de inserción internacional para América Latina. Así, a partir del análisis pretendido, verificaremos en qué medida, se han producido cambios significativos, o no, en la última década y cuáles serían los retos para una nueva configuración geopolítica hemisférica. De inicio, tendrá espacio una discusión teórica acerca del rol de Latinoamérica en el pos-Guerra Fría, bien como una revisión acerca de los cambios geopolíticos con el fin del orden bipolar en nuestro hemisferio. En seguida, será realizada una revisión histórica de las Relaciones entre Estados Unidos, Chile, Colombia y Perú, en distintas etapas y momentos del siglo XX, con vistas a verificar los pasos que llevaron a un acercamiento que se configuraría como importante asociación estratégica entre la potencia y estos países a inicios del Siglo XXI. La Región Andina despierta gran interés por parte de los EE.UU, y los países aquí analizados, que conformaron la Alianza del Pacífico, poseen un rol decisivo que les permite ser la puerta de entrada a Latinoamérica para los intereses geopolíticos estadounidenses. Para evaluar el momento actual, es sumamente relevante revisar el histórico de las Relaciones Interamericanas a partir de las relaciones estadunidenses con estos países aliados en la región, además de señalar los intereses estratégicos de la potencia en América Andina y como esta región, se caracteriza como el principal foco de interés de Washington en Latinoamérica desde el fin de la Guerra Fría.
This paper aims to conduct a discussion on the current geopolitical configuration hemispheric based on relations between the United States and Latin America after the end of the Cold War. In particular, this research will try to show how the interference of the USA in the region and its relationships with Chile, Colombia and Peru, have become a challenge to build an autonomous and sovereign international insertion project for Latin America. Thus, from the intended analysis, we will check to what extent there have been significant changes, or not, in the last decade and what the challenges for a new hemispheric geopolitical configuration. At first, a theoretical discussion have space on the role of Latin America in the post-Cold War, as well as reviews about the geopolitical changes with the end of the bipolar order in our hemisphere. Next, will be performed a historical review of relations between the United States, Chile, Colombia and Peru, at different stages and moments of the twentieth century, in order to verify the steps that led to an approach that would be configured as an important strategic partnership between the power and these countries at the beginning of XXI century. The Andean Region attracts great interest from the USA, and the countries analyzed here, which formed the Pacific Alliance, have a decisive role allowing them to be the gateway to Latin America for American geopolitical interests. To evaluate the present time, it is extremely important to review the history of Inter-American Relations from the American relations with these allies in the region and noted the strategic interests of the power in America Andean countries and as this region is characterized as the main focus of Washington in Latin America since the end of the Cold War.
