O Papel da/na Arquitetura: protótipo de abrigo em papelão para população em situação de rua
Resumo
Considerando as possibilidades construtivas do papel e experiências técnicas com o material, em projetos anteriores de extensão no Curso de Arquitetura e Urbanismo, da Universidade Federal da Integração Latino-Americana, este trabalho de conclusão de curso estudou o potencial arquitetônico, social e ecológico relativo ao uso do papel como material construtivo, criando um protótipo de abrigo transportável individual pensado para as pessoas em situação de rua, recorrendo à cidade de Foz do Iguaçu como estudo de caso. A abordagem convencional da arquitetura contemporânea e da construção civil nas cidades, em função do mercado imobiliário, demonstra que o sistema falha quando esta é usada meramente como ferramenta da economia de mercado ao excluir as camadas mais pobres da população urbana. Este padrão perpetua-se e vem gerando um processo de injustiça espacial não só na América Latina, mas em todo o mundo. Assim, o presente trabalho buscou primeiramente compreender o fenômeno no seu contexto de segregação social e espacial provocada por modelos de economia política excludentes; e, em seguida, enquadrou uma abordagem projetiva na arquitetura com base na teoria do Eco-Desenvolvimento, de Ignacy Sachs, e do Ecosocialismo, para a definição de recomendações que possam aliviar provisoriamente e prevenir os problemas da população em situação de rua. Deste modo, foi desenvolvido um projeto e protótipo de abrigo móvel com papel numa perspectiva de sua produção industrializada, para maior acesso ao usuário através de instituições que atuam no terreno. O projeto e protótipo em questão compatibilizou as especificidades climáticas da região e o comportamento químico e físico do papel em contextos de calor e umidade, assim como os padrões de mobilidade e as prioridades da população em situação de rua, dentre outros aspectos identificados como vitais na vida do usuário, cujo os dados foram obtidos no trabalho de campo. Por fim, espera-se que ao aliviar provisoriamente algumas das dificuldades mais emergenciais enfrentadas pela população em situação de rua, o abrigo móvel temporário possa vir a empoderar, ainda que de forma limitada, essa parcela da população socialmente excluída, podendo ajuda-los na sua reinserção social. Para tanto, este TCC identifica que seriam necessárias mudanças favoráveis na economia política, e definição de políticas públicas para a habitação e inserção social para resolver o problema da população em situação de rua, possibilitando-os a participar na sociedade com maior dignidade. Considering the constructive possibilities of the role and technical
experiences with the material, in previous projects of extension in the
Course of Architecture and Urbanism, of the Federal University of Latin
American Integration, this work of conclusion of course studied the
architectural, social and ecological potential relative to the use of paper
as a constructive material, creating a prototype of individual
transportable shelter designed for street people, using the city of Foz
do Iguaçu as a case study. The conventional approach to contemporary
architecture and civil construction in cities, as a function of the real
estate market, demonstrates that the system fails when it is used
merely as a tool of the market economy by excluding the poorer
sections of the urban population. This pattern perpetuates itself and
has been generating a process of spatial injustice not only in Latin
America but throughout the world. Thus, the present work sought first
to understand the phenomenon in its context of social and spatial
segregation provoked by excluding political economy models; and then
framed a projective approach in architecture based on Ignacy Sachs'
Eco-Development theory and Ecosocialism to define recommendations
that could provisionally alleviate and prevent the problems of the
homeless population. In this way, a project and prototype of mobile
shelter with paper was developed with a perspective of its
industrialized production, for greater access to the user through
institutions that work in the field. The project and prototype in
question made compatible the climatic specificities of the region and
the chemical and physical behavior of the paper in contexts of heat and
humidity, as well as the mobility patterns and the priorities of the
population in street situation, among other aspects identified as vital in
the life of the user, whose data were obtained in the field work. Finally,
it is hoped that by provisionally alleviating some of the more emergency
difficulties faced by the homeless population, the temporary mobile
shelter could, even to a limited extent, empower this portion of the
socially excluded population, their social reintegration. To this end, this
CBT identifies that favorable changes in the political economy will be
necessary, as well as the definition of public policies for housing and
social insertion to solve the problem of the street population, enabling
them to participate in society with greater dignity
